David Fowlie)<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/www.cbc.ca\/beta\/news\/canada\/nova-scotia\/david-fowlie-defibrillator-access-aed-registry-maritimes-1.4306225\" target=\"_blank\">This news article<\/a> grabbed our attention earlier this week. <a href=\"https:\/\/twitter.com\/elizmcmillan\" target=\"_blank\">Elizabeth McMillan<\/a>, a journalist for <a href=\"http:\/\/www.cbc.ca\/news\" target=\"_blank\">CBC News<\/a>, recounts the story of Michael Fowlie, a 28-year-old accountant, who succumbed to a cardiac arrest while biking through a sunny Saturday in Halifax.<\/p>\n<p>Seven minutes after Fowlie\u2019s cardiac arrest, a bystander started compressions followed by the arrival of an ambulance. All throughout these long minutes of resuscitation, no one knew that they were merely a few hundred meters from a defibrillator.<\/p>\n<p>Today, David Fowlie, the victim\u2019s father, demands to know why no one went to retrieve the defibrillator in the hopes of saving his son\u2019s life. &#8220;I don&#8217;t want a cardiac arrest to happen and there be a machine nearby that no one is sent to retrieve. I don&#8217;t want that to happen to anyone. And yet, right now, I think it does happen to people.&#8221; <a href=\"http:\/\/www.cbc.ca\/beta\/news\/canada\/nova-scotia\/david-fowlie-defibrillator-access-aed-registry-maritimes-1.4306225\" target=\"_blank\">(1)<\/a><\/p>\n<p>The very mission of the Jacques-de Champlain foundation is to prevent these types of situations from occurring. The automatic external defibrillator (AED) registry that we have put into place in the province of Quebec is here exactly to address this ongoing problem. It thus remains crucial that as many people as possible download the AED-Quebec app (<a href=\"https:\/\/itunes.apple.com\/ca\/app\/dea-qu%C3%A9bec\/id1021844069?l=fr\" target=\"_blank\">Appstore<\/a>, <a href=\"https:\/\/play.google.com\/store\/apps\/details?id=com.fjdc.dea&amp;hl=fr\" target=\"_blank\">Google Play<\/a>) on their smartphones, an app that allows you to localize the nearest AED in the case of an emergency. The article paints a very interesting picture concerning the presence of these AEDs in other Canadian provinces. It unfortunately omits the important registry of the Jacques-de Champlain Foundation, which has over 1000 AEDs registered today.<\/p>\n<p>_______________<\/p>\n<h3><strong>A defibrillator was nearby when his heart stopped \u2014 not even 911 knew where it was<\/strong><\/h3>\n<h4>The life-saving devices are scattered across Atlantic Canada, but 911 dispatchers often can&#8217;t locate them<\/h4>\n<p>Elizabeth McMillan, CBC News<\/p>\n<p>Michael Fowlie&#8217;s heart stopped beating just 800 metres from a device that could have saved his life.<\/p>\n<p>Fowlie, an award-winning accountant,\u00a0was just 28 when he went into cardiac arrest on a sunny Saturday afternoon three years ago while cycling along Purcells Cove Road in Halifax.<\/p>\n<p>Seven minutes later, a bystander began chest compressions. Fowlie&#8217;s\u00a0window of survival was closing as the first ambulance pulled up.<\/p>\n<p>A crowd of people were at\u00a0the scene, but no one knew a\u00a0portable defibrillator, which could have reset Fowlie&#8217;s heartbeat and saved his life, was lying on a sailboat at a yacht club less than a kilometre away.<\/p>\n<p>&#8220;My main concern was why didn&#8217;t they send someone to get that defibrillator, or to get the nearest defibrillator?&#8221; says Fowlie&#8217;s\u00a0father, David Fowlie.<\/p>\n<p>&#8220;I don&#8217;t want a cardiac arrest to happen and there be a machine nearby that no one is sent to retrieve. I don&#8217;t want that to happen to anyone. And yet, right now, I think it does happen to people.&#8221;<\/p>\n<p>Portable defibrillators can be found in schools, rinks, businesses and community centres across the Atlantic region, but there is no public information about how many there are or where they are located.<\/p>\n<p>A CBC News Investigation has learned\u00a0many defibrillators in Atlantic Canada are not registered with provincial authorities, and even 911 dispatchers often don&#8217;t know where the life-saving devices are located, making it impossible for them to\u00a0direct bystanders\u00a0to the nearest one.<\/p>\n<p>If Michael\u00a0Fowlie\u00a0had collapsed in the western provinces or parts of Ontario, the 911 dispatcher could have told bystanders if an automated external defibrillator (AED) was nearby and instructed\u00a0someone to fetch it quickly.<\/p>\n<p>A dispatcher in Kingston, Ont., would send out an alert to people in the area with an app and a stranger could have\u00a0shown up within minutes, defibrillator in hand.<\/p>\n<p>None of that would happen in Atlantic Canada.<\/p>\n<figure id=\"attachment_2013\" aria-describedby=\"caption-attachment-2013\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-2013\" src=\"https:\/\/static.jacquesdechamplain.com\/app\/uploads\/2017\/10\/michael-fowlie2-e1507093263187.jpg\" alt=\"\" width=\"732\" height=\"474\" \/><figcaption id=\"caption-attachment-2013\" class=\"wp-caption-text\">Michael Fowlie (Photo\u00a0by David Fowlie)<\/figcaption><\/figure>\n<p>Cardiac arrest is a big killer in Canada, with an estimated 40,000 deaths annually, according to\u00a0the\u00a0Heart and Stroke Foundation.\u00a0It can be caused by a heart attack, but it can also strike people of all ages when an abnormal heart rhythm interferes with the heart&#8217;s electrical system.<\/p>\n<p>Defibrillators apply a shock that can stop the\u00a0disruption\u00a0of the heart&#8217;s normal contractions. When it works, the heart resets\u00a0back into a normal rhythm before a person&#8217;s organs and brain begin to die and resumes pumping blood.<\/p>\n<p>There is a provincial defibrillator registry\u00a0in\u00a0New Brunswick. But a 911 dispatcher would\u00a0only be alerted to a device if the address of the call exactly matches the address where the defibrillator is registered. Dispatchers wouldn&#8217;t be aware of any defibrillators nearby.<\/p>\n<p>Until now, that has also been the case in\u00a0Nova Scotia. The province recently installed\u00a0new software that would\u00a0allow emergency health dispatchers to locate any devices\u00a0in the area surrounding a call, as long\u00a0as they are on the\u00a0provincial registry.<\/p>\n<p>Dispatchers, however, are not yet using the software.<\/p>\n<p>Tracy Barron, a\u00a0spokesperson for the health department, said it has been running in the background since\u00a0March, but\u00a0the province only received approval to start using\u00a0it in the past week because of privacy issues.<\/p>\n<p>Newfoundland and Labrador only set up a provincewide 911 system in 2015 and there are no plans for an AED registry. Prince Edward Island\u00a0<a href=\"http:\/\/www.cbc.ca\/news\/canada\/prince-edward-island\/island-ems-dispatch-changes-1.4298345\" target=\"_blank\">plans to unveil one this fall<\/a>.<\/p>\n<h4>Patchwork of systems<\/h4>\n<p>Across the country, there is a patchwork of systems. Dispatchers in British Columbia can tell a caller the address of any device within 200 metres of a cardiac emergency. Dispatchers in\u00a0Ontario may direct people to the nearest defibrillator, depending on the municipality.<\/p>\n<p>Manitoba is the only jurisdiction where\u00a0legislation\u00a0makes it mandatory to place defibrillators in locations such as schools, airports, golf courses and community centres, and to ensure they are\u00a0listed on a provincial registry. Businesses and organizations that have their own devices may register them to the provincial network, although it&#8217;s not required. In total, 3,830 are registered.<\/p>\n<p>Rhae Ann Bromley, director\u00a0of communications with the Heart and Stroke Foundation in Manitoba, said whether dispatchers can direct people to a nearby defibrillator &#8220;is highly dependent&#8221; on\u00a0the software and technology used for the system, and how much money is spent on it.<\/p>\n<p>Several provinces have maps online that highlight the locations of available defibrillators. The numbers of devices vary. There is a network of 3,600 in Ontario and about 2,800 in Alberta.<\/p>\n<h4>Trying to &#8216;arm twist&#8217; the government<\/h4>\n<p>The Nova Scotia government invites people to register their defibrillators and receive reminders about changing batteries and pads, but\u00a0<a href=\"http:\/\/novascotia.ca\/dhw\/ehs\/public.asp\" target=\"_blank\">the provincial website<\/a>\u00a0offers no indication that registering a device could help in an emergency.<\/p>\n<p>David Fowlie said few people know about the\u00a0registry and it&#8217;s time the government took a bigger role in connecting\u00a0technology that can save lives in an emergency.<\/p>\n<p>&#8220;I&#8217;m trying to encourage and arm twist the government to change their policy, to provide that information,&#8221; he said. &#8220;Nova Scotians need to know that information so that this tragedy doesn&#8217;t happen to someone else.&#8221;<\/p>\n<p>Fowlie believes a successful awareness campaign could change attitudes the same way seatbelts were normalized and drunk driving was stigmatized. He would\u00a0like to see defibrillators\u00a0at coffee shops and\u00a0ATMs, in addition to schools, rinks, airports and gyms.<\/p>\n<p>He said a public map of public defibrillator locations is a first step,\u00a0but he would\u00a0also like to see more efforts to educate young people on how to use them.<\/p>\n<p>&#8220;Within 15 years, you would have a generation that would know some sort of information to use during emergency situations in the availability and usage of AEDs,&#8221; he said.<\/p>\n<h4>New N.S. system coming<\/h4>\n<p>Fowlie\u00a0had been told by Nova Scotia health officials that new software to help Emergency Health Services, and people\u00a0at the communications centre that advises callers,\u00a0know the location of defibrillators would be in place months ago.<\/p>\n<p>There are a total of 240 devices on the provincial registry. Barron\u00a0said the department will be contacting people who own devices this week and, with their consent, input\u00a0their information into the new system.<\/p>\n<p>Once the\u00a0information is added, people who have those\u00a0defibrillators will be alerted when there is an emergency in their\u00a0area.<\/p>\n<p>&#8220;If a call comes in within a certain radius, that responder can actually get a voice or a text notification saying that there&#8217;s a cardiac arrest nearby and their AED is needed,&#8221; said\u00a0Mike Janczyszyn, who was hired as Nova Scotia Emergency Health Services AED co-ordinator six months ago.<\/p>\n<p>It&#8217;s not clear why Michael Fowlie went into cardiac arrest. But his father\u00a0has spent the past three years piecing together his son&#8217;s final moments.<\/p>\n<p>It&#8217;s through that research that David Fowlie learned there was a defibrillator not far from where his son collapsed. There is no guarantee it would have been on a public registry, but he\u00a0believes another device nearby might have.<\/p>\n<p>There are other details, too.\u00a0Through a series of letters and meetings with health officials, he learned that one of the two ambulances sent to treat his\u00a0son took a roundabout route that he believes doubled the response time.<\/p>\n<p>In Nova Scotia, the Emergency Health Services\u00a0dispatchers who talk to callers are supposed to ask people if there is a defibrillator nearby, but in Michael Fowlie&#8217;s case, that didn&#8217;t happen.<\/p>\n<p>His father still struggles to understand why the emergency dispatcher\u00a0didn&#8217;t direct someone to start chest compressions after the caller said his son&#8217;s breathing sounded like snoring \u2014\u00a0a telltale sign of cardiac arrest.<\/p>\n<p>&#8220;I do believe that Emergency Health Services, and medical communications, being the dispatcher, did fail Michael. They didn&#8217;t give him any chance to survive the cardiac arrest,&#8221; said Fowlie.<\/p>\n<p>&#8220;Through the number of errors, yes they were negligent in providing help when he needed it the most. At his greatest time of need in life, this was not available for him.&#8221;<\/p>\n<p>In a statement, Barron said the Health Department has improved the technology that routes ambulances as well the way\u00a0dispatchers coach callers with CPR.<\/p>\n<h4>&#8216;Still don&#8217;t have all those answers&#8217;<\/h4>\n<p>David Fowlie said he hopes the Health Department reviews any future cardiac arrest cases to ensure similar errors don&#8217;t happen.<\/p>\n<p>&#8220;Unfortunately, the more answers I received, the more information I wanted. And I wanted to know what happened.
